1.0. Term of Reference (ToR) Description

The Kenya Livestock Commercialization Project (KeLCoP) is a Government of Kenya initiative co-financed by the International Fund for Agricultural Development (IFAD) and beneficiary communities. The project seeks to contribute to rural poverty reduction, improved food and nutrition security, and enhanced climate resilience among smallholder, pastoral, and agro-pastoral households through the sustainable commercialization of livestock value chains.

A key driver of KeLCoP's success is its capacity to generate, analyze, and utilize high-quality data to inform decision-making, track progress, and demonstrate impact. However, project implementation has identified a significant capacity gap in systematic monitoring, evaluation, and reporting, particularly in strengthening data collection, validation, analysis, and utilization at both county and national levels. Addressing this gap is critical to improving project performance management, ensuring accountability, and fostering evidence-based learning across livestock value chains and counties.

To address this gap, the role of Monitoring and Evaluation (M&E) Resource Person has been established within the project. The project therefore seeks to engage Monitoring and Evaluation Resource Persons to support its monitoring and evaluation functions.

The M&E Resource Persons will work closely with and support the M&E Specialist in strengthening data management systems, ensuring timely and accurate reporting, and promoting the use of evidence in decision-making. The role will emphasize enhancing data quality assurance, field monitoring, indicator tracking, and the generation of performance insights to support project learning and adaptive management.
